2026 Official Terms and Conditions
General
- The Progressive UpPayment program (the "Program") is sponsored by Progressive Casualty Insurance Company ("Progressive Insurance" or "Sponsor") and is administered by The National Urban League ("Administrator").
- By entering this Program, you agree to be bound by these Terms and Conditions and Sponsor and/or Administrator's determinations regarding the Program, which are final and binding. Being a recipient of the Program is dependent on fulfilling all requirements in the official Terms and Conditions. You are responsible for compliance with the Terms and Conditions and the contents of the application, including any requisite supporting documentation.
- The Program is subject to all applicable federal, state, and local laws and is void where prohibited or restricted by law.
- There is no fee to apply to the Program.
Eligibility criteria
- To be eligible to receive funding through the Program, you ("Applicant", "you" or "your") must meet all of the following criteria at the time your application is submitted:
- Be a first-time homebuyer, defined as an individual who has had no ownership interest (sole or joint) in another property during the last three (3) years preceding the purchase of the new home, purchasing a non-commercial, non-mobile residential property with the intention of establishing permanent residence at the new home
- Be enrolled and actively participating in a Housing and Urban Development (HUD) approved Housing Counselling Program
- Have secured a mortgage pre-approval letter from an institutional lender in the past six (6) months.
- Be able to identify a closing agent and provide the requisite contact and monetary disbursement information
- Have a household annual income below 500% of the 2026 federal poverty guidelines table issued by the Department of Health and Human Services. See Poverty Guidelines (click "Chart Showing different multiples of poverty guidelines..." under "Files").
- Be a legal resident of one the fifty United States or the District of Columbia; excluding US Territories.
- Be eighteen (18) years of age or older, or the age of majority under applicable law in Applicant's state of residence (19 in AL and NE, 21 in MS).
- Applicant may not be an employee of Progressive Insurance or any of its affiliate companies or an immediate family member of a Progressive Insurance employee, Progressive Insurance affiliate, or independent agents who sell Progressive Insurance, or an Administrator employee, or an Administrator affiliate organization, employee or immediate family member of an Administrator employee or affiliate organization employee.
- Applicant may not have received a grant, award, or other monetary assistance through the Program in the preceding three years
Program period
- The Program begins at 9:00 AM ET on May 01, 2026 and ends on October 31, 2026 at 11:59:59 PM ET.
- The time clock of the computer administering this Program is the official clock for this Program.
- Sponsor and/or Administrator reserves the right to shorten or lengthen the Program Period for any reason in its sole discretion.
How to apply for a grant
An Applicant can apply for a downpayment grant by taking these steps:
- Contact your HUD Certified Housing Counselor;
- If you do not have a HUD Certified Housing Counselor, you can contact a counselor from one of the (25) participating National Urban League affiliates ("NUL Affiliate") (listed in Appendix A).
- If you are unsure of which local housing counseling program to contact, email the UpPayment Program Coordinator at Uppayment@nul.org for assistance.
- If you are already working with a HUD Certified Housing Counselor who is unaffiliated with the National Urban League network, email the UpPayment Program Coordinator at Uppayment@nul.org for assistance.
- Meet the eligibility criteria for the Program set forth above;
- Complete the Program application provided by a participating NUL Affiliate HUD Certified Housing Counselor.
- Submit the completed application through your housing counselor.
- Limit: One application per Applicant. Any application received for an Applicant after the first Application received from that Applicant will be void.
- Amendments: Applications may be amended as needed in coordination with your HUD Certified Housing Counselor and Administrator.
Other application terms
- Administrator may disqualify any application that, as judged in Administrator's determination:
- contains any material that is indecent, obscene, hateful, discriminatory; defamatory, slanderous, libelous, unlawful, or otherwise inappropriate;
- is submitted in bad faith, untruthful, inappropriate, or otherwise violates these Terms and Conditions;
- is submitted by an Applicant who is ineligible or noncompliant with these Terms and Conditions; and/or,
- is submitted by any person who tampers with or abuses any aspect of the Program or the National Urban League website, who acts in a disruptive manner, who violates these Terms and Conditions, or about whom a background check provides unsatisfactory results.
- If there is a dispute about who submitted an Application, the authorized account holder of the email address used to register will be deemed to be the Applicant. The "authorized account holder" is the natural person assigned an email address by an Internet access provider, online service provider, or other organization responsible for assigning email addresses for the domain associated with the submitted address. The Applicant may be required to show proof of being the authorized account holder.
- Sponsor and Administrator are not responsible for a delayed Application, incomplete Application, or an Application that is not received, recognized, or accepted for any reason.
- The Released Parties (defined below) are not responsible for any unauthorized use by third parties of any Application.
Summary of grants
- There will be at least two hundred (200) grant recipients ("Recipients") selected during the Program Period, or such lesser number as may submit an application.
- Each Recipient will receive a monetary award (the "Grant") towards the downpayment on a non-commercial, non-mobile residential property which is intended to be the permanent residence of the Recipient. For any Recipient, the actual Grant amount will be the least of:
- $13,500 (USD);
- The Applicant's "Maximum Potential Grant Value", which equals the Applicant's down payment needed, less the Applicant's Savings (each as determined by an Affordability Analysis conducted by a HUD Certified Housing Counselor per the HUD Counselor Guidebook); or
- The amount remaining from the Total Funds Available at the applicable NUL Affiliate after Grants are made to prior qualified Recipients in the applicable month.
- There are twenty-five NUL Affiliates, as identified in Exhibit A. Funding available at an NUL Affiliate in a given month is determined from the following table.

- Recipients will be selected by each NUL Affiliate on a first-come, first-served basis over the entirety of the Program Period. Each NUL Affiliate will review applications in the order they are received.
- If funding has been fully disbursed by an NUL Affiliate in a given month, then pending applications will be automatically reconsidered the following month, so long as each Applicant maintains eligibility under the Program.
- The Grant which will be paid directly to a closing agent by the Administrator. Grants will not be provided directly to Recipients.
- Each Grant is awarded "as is" with no warranty or guarantee.
- Each Recipient may receive recognition on Sponsor platform, either express or implied by Sponsor.
- Each Grant Recipient is responsible for all applicable federal, state, and local taxes, if any, as well as any other costs and expenses associated with grant acceptance and use not specified in these Terms and Conditions.
- SPONSOR AND ADMINISTRATOR MAKE NO WARRANTIES OF ANY KIND, INCLUDING ANY IMPLIED WARRANTY OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE, WITH RESPECT TO ANY AWARD THROUGH THE PROGRAM.
- Administrator reserves the right to not award all grants, if in their sole discretion, they do not receive a sufficient number of eligible and suitable Applications. No details of the deliberations on individual Applications will be revealed to Applicants or the public. Decisions of Administrator on these matters are final and binding.
- If Administrator determines in its sole and absolute discretion that an insufficient number of viable applications have been received by an NUL affiliate, the Funds allocated to that NUL Affiliate may, in Administrator's discretion, be withdrawn or reallocated to another NUL affiliate with a sufficient number of pending applications.
How to claim a grant
- Recipients will be contacted by an Administrator representative or their HUD Certified Housing Counselor via the phone number and/or email address included in the application.
- Each Recipient may be required to execute and return to Sponsor and/or Administrator an affidavit of eligibility, liability release, and, where lawful, a publicity release (collectively, the "Release").
- If a Recipient cannot be located or does not respond within five (5) business days after the Administrators notification, or the Recipient rejects the grant or fails to complete the Release or provide the closing agent and monetary disbursement information, within the allotted time period, the Grant will be forfeited and may be awarded to an alternate Recipient from among all remaining eligible applications.
- This grant is not a loan and there is no expectation of repayment. There will be no lien or other kind of security agreement associated with the Grant.
General conditions
- Each Applicant will release, discharge and hold harmless Sponsor and Administrator, its respective parents, affiliates, subsidiaries, advertising and promotion agencies, and funding organizations, and the shareholders, directors, employees, designees, agents, and representatives of each of the foregoing (collectively, the "Released Parties"), from any and all injuries, liability, losses, and damages of any kind to persons, including death or property damage resulting, in whole or in part, directly or indirectly, from the Applicant's or the Applicant's participation in the Program or any Program-related activity or the acceptance, possession, use, or misuse of any grant.
- Liability Limitation. The Released Parties are not responsible for:
- lost, late, incomplete, damaged, inaccurate, stolen, delayed, misdirected, undelivered, or garbled Applications or email notifications;
- lost, interrupted or unavailable network, server, Internet Service Provider, website, or other connections, availability or accessibility or miscommunications or failed computer, satellite, telephone or cable transmissions, lines, or technical failure or jumbled, scrambled, delayed, or misdirected transmissions or computer hardware or software malfunctions, failures or difficulties, or other errors or difficulties of any kind whether human, mechanical, electronic, computer, network, typographical, printing or otherwise relating to or in connection with the Program, including errors or difficulties that may occur in connection with the administration of the Program, the processing or review of applications, or the announcement of the Grant recipients;
- any incorrect or inaccurate information, whether caused by site users, tampering, hacking, or by any equipment or programming associated with or utilized in the Program; and/or,
- injury or damage to any person's computer related to or resulting from participating in this Program or downloading materials from or use of Administrator's website or other platforms.
- Program Compromised. If any portion of the Program is compromised by virus, worms, bugs, non-authorized human intervention, or other causes that, in Administrator's determination, corrupt or impair the Program's administration, security, fairness, or proper play, or submission of Applications, Administrator may suspend, modify, or terminate the Program and, if terminated, at its discretion, select the Grant Recipients from all eligible, non-suspect Applications received prior to the Program's compromise using the judging procedure outlined above.
- Program Changes. Sponsor and/or Administrator reserves the right to modify these Terms and Conditions in order to better achieve the Program's purpose as adjudged in Sponsor and/or Administrator's determination, without liability or obligation to Sponsor and/or Administrator. Sponsor and/or Administrator will give notice of Official Terms and Conditions modifications on the Program official site and in these Terms and Conditions.
Publicity
- By entering and participating in the Program, each Applicant permits the use of Applicant's names and submitted content for programming, advertising, publicity, and promotional purposes in all media, now known or later created, worldwide and on the Internet, and in perpetuity by Sponsor, and their designees, without compensation (unless prohibited by law) or additional consents from Applicant or any third party and without prior notice, approval, or inspection.
- Each Applicant will execute specific consent to the uses described in the previous sentence at Sponsor and/or Administrator's request.
- No Applicant may release on their own, or through a third party, any publicity or other materials regarding their participation in the Program, without Sponsor's consent.
Other legal terms
- Governing Law: By submitting an application, Applicants consent to the exclusive jurisdiction and venue of Ohio courts for any and all causes or controversies arising out of the Program. Ohio law governs all issues and questions concerning these Official Terms and Conditions and applicant's rights and obligations in connection with the Program, and Ohio law applies regardless of any choice-of-law principles otherwise applicable. APPLICANTS AGREE THAT THE RIGHTS AND OBLIGATIONS OF ANY APPLICANT, ADMINISTRATOR, SPONSOR AND/OR ANY OTHER PARTY SHALL BE RESOLVED INDIVIDUALLY, WITHOUT RESORTING TO ANY FORM OF CLASS ACTION. ANY DEMAND MUST BE FILED WITHIN ONE (1) YEAR FROM THE END OF THE PROGRAM, OR THE CAUSE OF ACTION SHALL BE FOREVER BARRED.
- If, for any reason, the Program is not capable of running as planned, Administrator and/or Sponsor reserves the right, in its sole discretion, to cancel, terminate, modify or suspend the Program and/or aspects of the Program, including but not limited to: the selection of recipients in a manner it deems fair and reasonable, including but not limited to the selection of the recipients from among eligible Applications received prior to such cancellation, termination, modification or suspension. In no event will more Awards be awarded than are stated in these Terms and Conditions. In the event that, due to technical, typographical, mechanical or other errors, there are more recipients than are stated in these Official Terms and Conditions, a random drawing among the claimants will be held to determine the recipients. This Program is subject to all federal, state and local laws and regulations.
Use of personal information
- By participating in the Program, each Applicant acknowledges that Administrator will collect private or personal data about the Applicant that is submitted in the application (the "Private Information") or through supporting documentation. Administrator may collect and use Private Information for the purposes of this Program and as authorized under these Terms and Conditions. Administrator may share this Private Information with Sponsor, who may collect and use such Private Information in accordance with its Privacy Policy.
